Martin Arnold were appointed on a new build residential development located in the Plaistow South Ward of Newham. Now complete, the development provides eight apartments for Affordable Rent with private balconies / terraces to replace a three-storey light industrial unit on a highly constrained brownfield site.

Martin Arnold’s engagement consisted of Principal Designer, Employer’s Agent, Cost Consultancy and Neighbourly Matters services from the Planning approval stage of the scheme through to completion. As part of these roles, we produced the Employer’s Requirements, assisted with the contract procurement, undertook the drafting of the building contract documentation, administered the management of the JCT building contract and finalised the project finances which allowed us to assist the client with the satisfactory delivery of the scheme within the anticipated project budget.

Construction quality was monitored throughout the build by our Employer’s Agent, in conjunction with the client’s Clerk of Works who coordinated inspections right up to handover with their Development team. Martin Arnold was also appointed as Party Wall Surveyor and ensured all Neighbourly Matters and notices were appropriately served throughout the project.

Our team played an integral part in the delivery of this project to ensure the scheme was completed on time and to an acceptable budget for the client.

Critical Challenges

Our team managed a number of challenges on the project including managing variations in construction methods and materials choices due to the impact on the construction programme of the Ukraine conflict.

We ensured the prompt recording and issue of instructions to verify the contractor’s requests to use alternative readily available products and materials. To smooth this process, we fostered collaboration in terms of notifying the client of cost implications and seeking their agreement to the proposed changes with the contractor to mitigate any delay in the progress of the project.

Additionally, the site was highly constrained with a complex traffic management order required to enable the construction logistics to be employed safely. We worked closely with the contractor to ensure that they submitted their traffic order requests to the local authority’s Highways Team and closely liaised with the client (who in this case was the local authority’s Housing Development Team) to see that all approvals were processed as timely as possible and that the contractor was being reasonable with their requests for footpath, road closures and scaffold licence requests. The site logistics required close monitoring to ensure that the neighbouring properties were not adversely affected by regular deliveries to the site which could only be made on a ‘just as needed’ basis due to there being no storage facilities for materials on the site itself.
