Martin Arnold has been appointed by Hyde Housing as Project Manager and Cost Consultant to lead the strategic design development of a major mixed-use regeneration scheme comprising five land parcels near Charlton Riverside. Situated on one of the last significant riverside industrial estates along the Thames within close proximity to Central London, the site represents a rare and valuable development opportunity for the borough.
This ambitious regeneration project has evolved over several years, with early design work dating back to 2018. However, progress was delayed by several external factors, including the COVID-19 pandemic. Martin Arnold’s recent appointment brings renewed focus and leadership to restart and drive the programme forward towards a comprehensive planning submission.
The development involves multiple complexities. One of the five sites includes a safeguarded wharf managed separately by the Port of London Authority. Given the site’s location along the River Thames, ecological considerations — particularly those related to river habitat — are critical. Martin Arnold has been tasked with procuring and managing specialist consultant appointments, including the engagement of a Marine Ecologist to advise on the potential relocation or removal of the safeguarded wharf in line with environmental regulations. This process is central to unlocking the full development potential of the land.
Our Project Management team is overseeing the phased coordination of all design disciplines while ensuring alignment with complex planning requirements. The proposed scheme includes high-rise buildings up to 18 storeys, requiring additional compliance with building safety regulations — such as the second staircase policy — and making programme control time-critical. We are currently managing programme pathways for full planning, Section 73 and Reserved Matters submissions, ensuring that Hyde Housing remains on track for delivery targets.
Martin Arnold has also undertaken a systematic review of all historic surveys across the five sites. By carrying out a detailed gap analysis, we are ensuring the Planning team is equipped with accurate and up-to-date technical information to support robust submissions.
In parallel, our Quantity Surveying team is providing financial feasibility assessments across the masterplan, analysing development viability in light of market fluctuations, build cost inflation and emerging design iterations. We are also overseeing procurement strategies — including competitive tendering — to ensure all design and survey appointments represent best value and financial control.
Given the long lead-in time for some of the plots, Martin Arnold has supported Hyde in identifying potential short-term tenants to activate sites and prevent vacancy-related issues such as fly-tipping. In addition, we are actively assisting in exploring joint venture models and framework opportunities to help shape a delivery structure that supports both viability and long-term regeneration objectives.
Martin Arnold plays a central role in the revival and progression of this strategically important site. Through coordinated programme management, financial oversight and expert consultant engagement, we are supporting Hyde Housing in realising a landmark regeneration project that will deliver lasting social and economic value for the area.

Critical Challenges
One of the most significant challenges facing the scheme is the presence of a safeguarded wharf, currently under the control of the Port of London Authority. Unlocking the full development potential of the site would require the removal or relocation of this wharf—an outcome entirely subject to the Authority’s discretion. Without such approval, the project would need to be designed around the existing wharf, demanding complex marine engineering solutions to address safety and ecological considerations. This approach could substantially increase construction costs and impact the overall viability of the scheme.
In addition, the proposal includes the introduction of high-rise buildings of up to 18 storeys, which presents planning sensitivities given the existing low-rise character of Charlton Riverside and its proximity to designated heritage conservation areas within the Royal Borough of Greenwich. Successfully delivering higher density in this context requires a careful response to townscape impacts, visual considerations and close planning scrutiny, particularly around building massing and height.
The wider Charlton Riverside area also includes several large land parcels owned by other prominent investors and landowners in London. To ensure a coordinated and inclusive regeneration, the client team is working collaboratively with the local council, with the aim of aligning the project with the borough-wide Supplementary Planning Document (SPD). As part of this effort, Martin Arnold has been appointed to lead stakeholder engagement with neighbouring landowners. Their role is to explore opportunities for joint design development and to ensure that placemaking, permeability, and highway infrastructure are coherently integrated. Martin Arnold continues to liaise closely with adjacent landowners and design teams to support a unified and strategic approach to the regeneration of this former green belt site.
