The Energy Centre Upgrade works are required to provide sufficient energy to the increasing number of units at Royal Arsenal Riverside. The current Energy Centre provides heating for up to 750 flats. Over the next 20 years the domestic development is expected to increase to circa. 4000 flats. Therefore, the current infrastructure within the Energy Centre needs to expand to provide heat and power for the new phases under construction.
As part of our role, MA co-ordinated the tender process entirely. Collating the necessary information to form detailed tender documentation, inviting tenders to take part in the process and finally undertaking extensive post tender analysis in order to produce and issue a final informative tender report to our client.
Throughout this process many constraints and challenges arose such as the package having initially being issued as a traditional form of tender based on a design by the engineer Grontmij and architect, GMA architects. Although following further value engineering the approach to use the existing boilers in a temporary condition was proposed, this led to reverting to a full design and build contract form based on the Grontmij/ SSE criteria. This decision omitted a large element of risk in relation to programme constraints and heat loads requirements from the current energy centre.
The works are being undertaken in conjunction with the Energy Supplier, SSE under an ESCO agreement. This package has currently been awarded and consists of the design, supply, delivery and installation of all Works to complete the Royal Arsenal Riverside (RAR) Energy Centre Upgrade.
