Martin Arnold provided pre-planning Cost Consultancy and full project Employer’s Agent services for a joint venture project between Hyde Housing (HH) and Brighton County Council (BCC), providing 104 new homes for Shared Ownership and Rent on a former commercial site to the west of the city, overlooking Portslade Harbour.
As part of the regeneration of this part of the city, the JV secured planning approval for a 100% affordable project with views over the mouth of the River Adur, Portslade Harbour and the English Channel, turning redundant and contaminated industrial and commercial land into new homes for social rent and affordable home ownership.
Homes for Brighton & Hove Joint Venture
We carried out site inspections and desktop investigations on three potential sites to assess their suitability and provided cost advice around the site conditions and proposed architectural designs. Following a capacity study and a budget cost estimate, the Portslade site was taken forward to planning.
Post planning, we carried out a two-stage tender exercise based upon quality and cost to procure the best value contractor. We produced quality criteria reflecting ERs, specific site constraints and delivery challenges and interrogated tendering contractor experience. We assessed contractor pricing and provided advice on the costing information returned. We held final interviews where contractors presented their delivery proposal, proposed project programme and build-out sequencing.
We arranged workshops focussing on different design elements and helped to manage the design process effectively and collaboratively. This ensured that the Contractor hit the brief and design freeze was achieved early, meaning that we could focus on the quality of the units and ensure that the as-built product was compliant with the approved design code.
