Martin Arnold were appointed to take on a Technical Assurance role on a new build development, to create the London Institute for Healthcare Engineering.

The development is situated within the Guys and St Thomas Hospital site, along the South Bank bounded by Lambeth Palace Road, Albert Embankment and the River Thames.

The project involved replacing an existing two-storey building with a new four-storey multi-disciplinary facility allowing academics, clinicians and med-tech companies to work together to develop new products and technologies which will benefit patients.

Our role involved reviewing drawings and construction information, identifying any practical issues and ascertaining compliance with the Employer’s Requirements. This also included reviewing the main contractor’s consultant and sub-contractor information to raise any concerns to protect KCL’s interests. As part of this review process, we also commented on compliance queries raised by KCL and the Employer’s Agent.

We worked without detailed Employer’s Requirements which proved challenging. Elements of the design changed prior to our involvement and whilst the build progressed on-site, some of which were agreed with the Client and others implemented without approval. This made it challenging to confirm compliance with the ERs, which didn’t provide prescriptive information to give assurance in all instances.

An additional challenge was the agreed formal information release process to allow us to review construction information, which was carried out via a file sharing platform set up by the main contractor. This was active for 3 months, as agreed with the main contractor, and our comments were then uploaded onto the file sharing platform, sometimes having reviewed updated information several times. However, during and beyond this period, not all construction information was released to us, which became apparent during the As-Built review process.
