Appointed by West Kent Housing Association (WKHA), Martin Arnold provided Employer’s Agent and Clerk of Works services on a new build development in Swanley, Kent. The Harrington Nursery scheme was delivered through a Development Agreement between WKHA and contractor Bellway.
Our team worked on one of the phases of the redevelopment to deliver 24 affordable homes, 16 of which are Affordable Rent and 8 of which are Shared Ownership. Properties are provided through a mixture of flats and houses, following the demolition of a nursery on the site. Hard and soft landscaping also formed part of the scope of works.

The project experienced minimal challenges. The following occurred but did not significantly impact the budget or programme:
- Soil verification was one of the Planning conditions; soil had to be retested in order for the Planning condition to be discharged.
- The project was a Golden Brick job. The contract was not long enough for construction to be completed in time and liquidated damages accrued on one of the phases. To resolve this, a non-completion notice was issued as well as an Extension of Time which closed out the issue.
